i.e. a bad user can only do certain functions.

Why don't you just create an access level for the user(s) and use restrictions/exemptions to control access? My default access level is 50 wh pretty much allows anything except sysop commands, and my guest level is 10 which let's you poke around but you can't post, send net-mail, upload/downlo or run external programs.
