Depends what BBS software you're accessing. Some software, such as Synchronet will let you access netmail using an email client. Other software (e.g. Mystic) will only let you access local messages via POP/SMTP.

I'm not aware of a way to a way to access echomail via POP/SMTP, but they can be accessed on a lot of systems using NNTP with a newsreader. Both Synchronet and Mystic support NNTP access, and other systems could use JAMNNTPD. On your end, Thunderbird can be configured to access NNTP.

that depends on the BBS software... it is likely also limited to only private mail... private mail being FTN netmail which is similar to internet email...

FTN echomail is similar to internet news... some email clients also function as
news clients... some BBS systems offer their echomail areas in a news format...
the most common "problem" is that a BBS maintains the last read pointers of its
users... news cannot do that as there is no facillity to pass that information from the client back to the server for storage... news clients maintain their own last read pointers...

Yes. I am using NNTP right now. But my SysOp says he disabled the e-mail service for the e-mail clients because of spam he encountered.

If your BBS software supports NNTP and your email client is also your
NNTP reader (Thunderbird comes to mind).

Well the latest Pi's have fairly beefy processors on them, I'm sure
you could run QEMU and get them to boot Win2k3 Server which is
    sufficient to run WINServer.

Not saying it's a good idea, just saying it's doable on a Pi :)
