So the question is what is the toss flag where should it be and what should I see there, and how do I get Binkd to DO the toss flag.
the toss flag is just a disk-based semaphore file... you can
create the toss flag when new mail arrives... then you have another process watch for the semaphore file and toss the inbound mail when
the semaphore exists exists... don't forget to delete the semaphore
when you start the tossing process..

OR you can just spawn the tossing process directly...
