maybe synchronet's is ""broken"" too? i just remember what i used to
do back in my mIRC using days... i used to provide volunteer support
for mIRC for about a year or so... i still use it from time to time

He's not using Synchronet's irc. At least by what he's saying above.
He's using Unreal IRCd, which is a standalone IRC server.
