it is not abnormal... it is the method that has been in place for a
very long time... since Odinn Sorensen (of GoldEd fame) was the FTSC Admin, IIRC... this method is similar to Australian voting methods as
it is more fair to the candidtates...

I don't think that copying certain countries is a good idea.
I know of a country where they use aberrations like Gerrymandering
and Electoral College to rig elections in favour of the same Grand Old Party.
The political processes of any country are not a matter that needs to be discussed between the FTSC and the FidoNet community.
