    It is all relative. Note that this method doesn't lose the nearest second resolution and could easily be extended to milliseconds and beyond if such a thing would ever be needed in text messaging. Up to the second is easily attainable and worth the effort methinks.

    Yes. 0230 is doomed to fail due to the lack of the prefixed + character. On the other hand UTC-02:30:28 works perfectly.

    If anyone is curious, a north-south line running through Moscow is the inspiration. It could have easily been your own neighbourhood or even a room in your home given the right resolution.
