    But a bot itself can only be operated through the Telegram Bot API.
    I tried that directly with commands from the linux command line:
    'curl https://something...', and through a python api that makes it easier to talk to the Telegram API from a python script...

    Yes, I noticed many resources available for building bots and quick-launch website pages (I can't find the info for the latter anymore, but the
    contest with cash prize money sounded awesome.)

    This open telegram api looks amazing. Many options have been clearly
    thought of in advance.

    To create a bot you must talk to "BothFather" with a registered regular account, so yes.

    A bot can be talked to by regular users, and once they are connected
    a bot can send them messages.
