In W-10, you can change to any language. Click the small white
window at the very left of the taskbar, click on Settings, this will
open up a menu, full page. At the far left, bottom row, you will
find a choice. Click on it and you will be able to change the
language for the whole OS.
I tried to change to French for a friend but got it back to English
I would select US as a local to have proper change done. You do
not have to do all the work yourself ! Let me know what you get.
I will however still use OS/2 on all other machines.
Same here, as you, I've got it only partly "translated", by settings in the settings menu, where you also find Time/Date/Region etc.
It still keeps greeting me in swedish, and using the application names
in swedish, but even though the Explorer is named "Utforskaren" in swedish, it comes up with the Win-E key combo.
Talked to a serviceman at a computer service, and he showed on the
control panel the language setup screen that I may have to import
the language package.

That is wrong. OS/2 had a GUI already in v2.1 when I installed it 1993. That GUI grew better with Warp3 and improved again with Warp4 in 1996.

At the moment, my Lenovo has a bug, Intel Agent is controlling the booting and after so many years, I forgot how to disable it. It came
back active as I thought that I had to re-flash the BIOS. Shoot !

Very often that is a much faster way to get things done, than to chase HG>that rat on the screen to different "stations".

Teh BIOS setup varies widely. My home built with an Asus MB uses F2
the HP Lsptop uses Esc and some uses Del are the ones I recall
Did you finally get the language changed ?
The Intel Agent has quit giving me a hard time, nothing that I did,
for sure. The BIOS is now accessible and it presents a hot-key combo
to go to it but it does not get there.
I will forget all about it and go my merry way. I can select a
different booting device and and go my merry way and that is handy
when I need to load Acronis to clone this machine.

Obtaining a 2nd hand machine always leads to problems of sorts. Cleaning it up of redundant files, loaded by a non educated user is
the problem.
In your case, can I suggest to first make a clone of it all, then
go to that little start window on the left of the taskbar, one click
on it -> Settings -> Update & Recovery -> Recovery -> Reset this PC.
This will do the job in one swoop. It will reset it all to a blank
W-10 OS machine, you might even get the choice of language, worth a
try ! Read all the instructions as they are presented to you, there
are many a choice to pick. Do anything to the machine, you have a
clone ! Not ?
Remember that a clone will allow you to, after the fact, move any file/folder back from clone to main machine. I abuse this privilege
all the time, even from clone to another machine, not the source.
